Power supply fan starts spinning then stops computer won't turn on

My computer won't turn on, i hear low noises from my power supply. when i click the power on button it flashes for a little about 3 to 5 cycles and stops. Even after a few minutes of not touching anything the power supply just's ramps up and then stops and continues to do so.

CPU - i5-750
PSU - corsair CX500M
GPU - geforce 9800 GSO
MOBO - Dell X231R
RAM - Corsair Vengeance Blue 4GB (1x4GB) DDR3 1600 MHz

Any post (beep) code error from an internal speaker?

Changed anything lately?

no beep, no fans spin except for power supply and it is only brief as described

Could be your power supply. Could be your motherboard.

i tired all those, i also did the PSU Paper Clip test and my psu started spinning not sure how accurate this test is.

OK then swap out bits. Try a new motherboard.

okay my psu works fine with other boards will try to switch out a motherboard but my cpu is a bit old not sure if i can find one easily

also my ram is rated at 1600mhz but my mobo only supports 1333mhz will this effect it?

Yes - make sure your ram is compatible with your mobo.
