To play C3 well you need a much better config with a min. budget of about INR 40K with a dedicated GPU. But you can technically 'play' in a lower config as well but with reduced graphics quality. If you are not inclined to intel, you can try an AMD APU (w/ inbuilt GPU), compatible motherboard etc. That'll be okay if you're not overclocking. Otherwise you'll need a special gaming cabinet, cooler etc. You can even CrossFire an AMD APU with a compatible Radeon GPU to increase performance. But one disadvantage of AMD is that it is more power hungry. AMD is a best bang-for-the-buck.You can save some money for future upgrade too.
But if you are about to do some serious gaming and multi-tasking, you should consider an intel machine. I'd recommend intel but not insist. New intel Haswell (4th Gen) is powerful and very efficient. They come with an integrated GPU. I'd recommend Asus motherboards and GPUs over MSI, Gigabyte etc but with a slightly higher price, but worth it. A gaming pc needs an 8GB of RAM atleast but 4 w'd be okay now. Memory can be from Corsair, G.Skill and Adata. HDD can be from WD and Toshiba. Seagate is recently known for early failure, so not recommended. For the chasis consider Cooker Master K380. It is a good entry level one but its upto your aesthetics and mobo compatibility the chasis. Most importantly whatever your config is you need solid PSU with enough 12V power. Consider Seasonic they are better known as OEM for Corsair etc.

If you want an AMD config you can just change the CPU and Mobo and that'll reduce the price too. A more cheap chasis will reduce even further.
