bootmgr is missing

I own an HP Pavilion dv6000 and it's been out of work for a while now, but lately I've had the need to use it so I thought about getting back at fixing it.

I'm getting bootmgr is missing error so I tried to format it with my bootable USB drive(win7) since this model doesn't have a dvd-rom. I went and put USB Hard Drive at Top Priority on Boot and restarted. Now here's the problem, the error is still there and the HP behaves like it doesn't recognize there's a USB in there, at least a bootable one. I tried checking if the USB wasn't working but it was working just fine, USB port on HP works too.

What am I doing wrong? Any kind of help is appreciated, thanks in advance.

Somethings up with USB ports or they are not enabled in BIOS. Check the motherboard manual if there is an USB option. Also, do you use UEFI or Legacy? Try 'Legacy first'. If theres something about IOMMU, try to enable it and check if USB device shows up.

Is it a HP laptop?

Newer bioses let you decide which device to boot from(regardless of what the list says). Either you can press some key during POST to get to bootmanager or it's in your BIOS on one of the screens.

Are you sure the USB is bootable? Have you tried if it works on another computer?
Is USB Enabled in Bios?

I can get to Boot Order menu with ESC key which has a list of "boots" and I can't see my USB in there. Only options displayed are: 4. Notebook Hard Drive and 6. Network Adapter

Yes I'm sure, I've formatted several other PC's with it.

Not sure about that last question, I checked and I don't see there's an USB Enable option anywhere.
CD-ROM Boot(?), Floppy Boot and Internal Network Adapter Boot are all Enabled.

The BIOS version is F.42
