Second harddrive not being recognised! HELP!

so I was told be some people on here getting a second harddrive would be easy...obviously not, I have changed the sata cable and I know it has a supply of power, but wont get recognised. I have no idea how to fix this either, i got to device management and disc drives and it doesnt show. I'm so p*ssed off right now, can someone help!?

okay, an update. The hardrive is now recognised in device manager and has said it needs to be partitioned when i went into computer management, i clicked okay and now nothings happened? I dont know where to go from this, it has recognised the drive and come up about being partitioned but still wont let me put any data on it
