So I picked up this monitor (http://www.bestbuy.com/site/aoc-23-6-led-hd-monitor-bla...) yesterday and so far I have been happy with it, except for this one issue

The vga seems to display a clearer and better looking display than the hdmi. Is there something that is making the hdmi not perform as good as it normally would? Thanks for the help!

Hello... what are you using to drive the Monitor? Graphics card model? what display settings are you using?
Try a different HDMI cable to it?

Check that the output resolution (right click on your desktop) is the same as that of the panel.

It's possible that you're used to the slight interference caused by VGA, so the more sharp lines don't look 'right'.

Using a R9 270 to power it.
I noticed that I wasn't using the recommended resolution, so I changed it to 1920x1080, the recommended one. It looks better, but there seems to be a black bordering the screen. I tried to scale image to full panel size in CCC, but it still has the lines.

*EDIT* found the scaling thing in CCC, fixed the issue. Thank you both for help!
