Alrighty, so specs first

Mobo:GA-Z87X-D3H
GPU:Radeon 7970Ghz Edition
CPU:i5 4670k
PSU:Antec HCG 750
RAM:16gb (2x8gb) G.skill ripjaw
CPU Coolilng: Corsair h105

Alrighty, so recently I got Corsair H105 cooling, so I thought, eh, this should let me overclock a bit, so I upped the voltage to about 1.25, then started raising the multiplier, running stablity test as I went along, as far as I could tell, it was stable, but then as I tried to play any games, I noticed they were slow. Even going from 3.4 to 3.5, caused playing any games to be slower. Not sure what to do at this point,

That's way too much voltage for that speed so could be causing it to be unstable. Also 3.5 is "slower" than stock because it's lower than it would be in turbo so lower performance would be expected.

too much voltage whont make ur system unstable. turbo doesnt kick in becouse you set a fixed clock rate. so you are underclocking ur cpu ;)
if you want to overclock it but dont do any thing crazy go for somthing like 4.2ghz.
overclocking:
start at stock Vcore and up ur multiplier by 1 then boot and run prime95 64bit its a free cpu stress test.
after around 5min go back to ur bios again and add 1 more to ur multiplier and test it. keep doing this over and over till your pc crashes. (dont worry)
just reboot and up the voltage a little bit (0.025V) and try again keep doing this till you dont crash anymore and reach the speed you whont :)
OH and watch ur cpu temperature! there are allot of programs for doing this like SPEEDFAN dont go over 75c to be save
AND keep ur Vcore under 1.3V you could go higher but its a risk

Turning off turbo is not underclocking. While usually not the case, too much voltage will make you unstable and if you think otherwise then you are inexperienced. Don't use speedfan, it's not reliable. You'll see any decent ocer use hwm, realtemp or coretemp. It's quicker to just go to the speed you want and adjust voltage til you are stable.
