Run Application "Error: Out of memory."

I have an application I want to run and when I double click it I get this:

I am using Windows 7-64bit. I have 16gb RAM running at 2-3 GB when this is happening. I turned on my laptop using Windows 7 and ran the application and it worked fine. Any suggestions? Thanks in advance.

An autorun.exe for a CD version of a handbook. I used to just double-click the autorun and it would bring up the digital book in my browser. Tried the exact same thing on a different computer and it worked so I think the application itself is fine, just not working on the desktop for some reason.
