Solution
the 4460 is better now, and in my opinion will stay better for the next 2-3 years at least, at which point the 4460 and the 8350 might be similar due to the better raw power of each i-core being balanced by software taking more advantage.

to be blunt though, no one knows what degree of parallelism we can expect in the future.

They should be quite similar, however bear in mind that with the FX-8350 you'll be already using the (arguably) best CPU AMD has to offer in that platform, whereas with the i5-4460 you'll have room to upgrade it later, saving you the cost of a new mobo when the need comes.

To be fair, Intel will probably go to a new pin setup after the 5xxx series. But yeah, the 4460 is best by far.

It is inevitable that a cpu will become under powered at some point as software demands more. My point was as a counter to Gruxtstar that it is likely that the intel is the better choice for now and for the medium term future, as the balance shifts from lower to higher degrees of parallelism.
