USB device folder doesn't appear

In this scenario, the USB device is my Samsung Galaxy S4 cell phone, factory configured as a "Mass Storage Device".

When I plug the phone into the USB cable, I hear the "connected" tone and the device appears in My Computer. However, the folder doesn't pop up onscreen as it used to. I don't know what triggered this to stop working.

I have tried, replugging/unplugging the device and disabling/uninstalling the device. I have also tried changing the phone's AutoPlay options to "Ask me every time" or "Open folder". But I have to manually navigate to where I can open the device's folder.

Anyone know of a fix to this? Thanks in advance.

Autoplay options - - make sure "Use autoplay for all media & devices" at the top of the window is ticked.
Then click "Save" at the bottom of the window.

That box has already been checked. Somehow the window just no longer pops up for this device. :(
