I finished a build yesterday and was formatting the secondary 3tb hard drive. I did a full format. Came back and the computer was frozen and would not respond. I shut it down and restarted and now it won't turn on all the way it just keeps spinning up for about 10 seconds then shuts down. Spins up then shuts down. Any help would be appreciated.

Sorry to hear about your issue.
Do you hear any unusual sounds when you try to reboot it? And can you share what's your PC build?
The problem may be caused by almost any component in your system.
Usually a complete freeze indicates that there is a heat problem of some sort. So I'd check this as well, blow the dust out (if there's any).
It can also be PSU problem. I'd recommend to reseat every component on your build again.
Can you get access to the BIOS? You can also try to boot with a recovery disk/media device and see if it can get you to boot.
