Can I run Realvision ENB for Skyrim?

I wouldn't.

In my experience, a mod like this will cause a massive performance drop at times on a system like yours causing severe stuttering.

*If you do attempt any mods like this, make a BACKUP of your Skyrim game (easy if using Steam) and write down all the mods you have running.

Then remove, or if necessary reinstall Skyrim completely if you have performance problems. So run with FRAPS at times as well to ensure a solid frame rate (I prefer 60FPS with VSYNC or a minimum of 40FPS with VSYNC OFF).

Other:
I've found most ENB mods to oversaturate the colors. They may look good in videos, but personally I have a collection of subtle mods that i find work best for me. I'll include a list below of my setup which I use with an i7-3770K...

My mods:
Obviously there are tonnes of mods, but I discovered most visual ones caused visual things I didn't like or were too demanding (I found most ENB to oversaturate for example). HD mods for vegetation in particular would seem to work but at times my frame rate would drop to 20FPS or lower.

I decided that SMOOTH GAMEPLAY was the most important thing so I decided on a few subtle improvements as well as fixes.

I use the latest Nexus Mod Manager (0.52.1) and these are the ones I prefer. Ignore if you want:

I doubt it. Your CPU likely won't handle it; the FX-8350 is already a weaker than an i3 in Skyrim. i5s and i7s are recommended for heavy Skyrim mods.

Your GPU is fine though. Skyrim prefers AMD cards, the R9 280X is quite powerful, and 3GB is about the max modded Skyrim can use anyway.
