Is this a decent pc for Gaming?

I am looking at getting a new Gaming PC in a few months, and I have to questions.
I am looking for a pc that can play games like skyrim on high graphic setting at 30fps.
( I also have never built a pc but am intresterd to learn)
One: Are bare bone pc's decent for gaming
Budget of around $950 Aus.
Two: if they are is this one decent : GB-BXi5G-760

As you are in Australia, the budget you provided isn't suitable for a gaming PC but it will manage to play on medium for most games. If you build one it will be much cheaper and if the right parts are chose it will be much faster than a prebuilt.

That's not a bad system but is a bit small so you would have some issues working with it in the future. The build suggested above goes to a bit of a high end video card, for Skyrim you don't need one that is over $150 USD. A $100 Radeon 7770 or 250X will handle things just fine. If you really want to play at high settings as smooth frames in any game, then you can look at $200+ cards, but for something like Skyrim a lower end gaming card with a good CPU and RAM amount will run it well. I can play Skyrim on High at smooth rates on a 9800GT which is quite a bit slower than the 7770.
