Hey,

I haven't had an AMD card for a while but if things haven't changed in the AMD Overdrive you should be able to put a tick on "Enable AMD Overdrive" and then below another one called "Enable Manual Control Fan Speed". If you could check these two you should be able to set the fan speed to the level you want.

To be honest if you have more than 1 such program installed they might be interfering with each other.

Try this:
1. Remove all fan control speed programs
2. Download this driver sweeper http://www.guru3d.com/files-details/display-driver-unin... and use it to remove your GPU drivers.
3. Download and install the latest AMD drivers and try again.

I know it's a pretty old card so I'm not sure. I found some very old youtube video - not sure if it's relevant to today though but I guess you can try and see if it does anything for you. I'm sorry I can't help much. http://www.youtube.com/watch?v=Va9Fe9j0TTI
