I need a gaming PC that can record and play most games at medium quality. Games like G-Mod, Portal, Half Life.

- I do not need an OS.
- I can get a bigger hard drive later on as Christmas isn't too far away.
- No monitor or other accessories needed either.
- Decent CPU and GPU with a minimum of 6gb ram.
- I'm not too fussed on the case, as long as it fits its purpose well.
- Needs CD Drive to play DVDs and CDs.
- Preferably build one myself.

Solution
This would easily hit Medium 720p. His build doesn't have Crossfire, and so this would be better.

And would both GPU, the one inside the APU and the R7 260X, work at the same time? To provide double improved Graphics quality?

Yes, and no. They won't double the performance, cause that's not how it works. Instead, they increase significantly to almost the double amount of the weaker one, and a little bit more from the better one, because you also have to think bandwith.

And to Tom's question, this also works. It gives just a little bit more boost without using too much money.
