CPU and RAM issues with Sabertooth 990fx

I built a computer a little over a year ago and have been having issues ever since. I haven't had the time or the means due to school to do anything about it until now and I need a bit of help figuring out whats causing the problems. My current set up is:

AMD FX-8120 @3.1Ghz
Coolermaster Sedion 120V 120mm liquid cooler(added about a month ago)
ASUS Sabertooth 990fx R2.0
Gskill Sniper 1866 (pc3 14900) 1x8gb (I have a second stick but it's not installed)
Sapphire Radeon hd 6670 1gb
Seagate ST310005N1A1AS-RK 1TB 7200 RPM 64MB Cache SATA 6.0Gb/s Hard Drive for my main
A 320gb Hard drive from my old laptop as extra space
Rosewill Xtreme series 850Watt psu
Windows 7 home edition 64bit

All settings are at the base line, no overclocking or tweaks

The first of my main two issues is that when I try to use both sticks of RAM for 16gb the system becomes very unstable and BSOD's at random, nothing in particular seems to set it off. Works fine with one stick in, doesn't matter which one it is. It also runs at 1666 instead of 1866 and when I try to bump it up to 1866 it becomes extremely unstable(even more so that the two sticks).

The other main issue is that the CPU led on the motherboard will come on and the video and audio going to my monitor cuts off and the lights on my keyboard shut off, all the fans will keep running as well as the psu but the reset button and power buttons on my case will not turn the system off, so to get the computer working again i have to turn off and on the power supply. It mainly occurs while playing video games (both high load like Skyrim with a few mods or very low load like FTL. Resolution is never set higher than 1600x900 with the games, medium to low graphics settings on new games and high on older games)

Bit of extra info not sure if its relevant or not, it took about 3 tries to install WIndows 7 properly and sometimes the voltages drop at random, more and more in the past few months. It was put together on the coast of Texas so lots of humidity and salt in the air.

I really hope y'all can help me out, it's been driving me nuts not knowing how to fix this stuff.

May be a motherboard issue.

1) use latest motherboard BIOS

2) set CPU to default settings (AUTO or AMP... forget the terminology for AMD)

3) use ONE STICK only (see motherboard manual for recommended slot)

4) run MEMTEST www.memtest.org

5) now use TWO STICKS (again correct slots as per motherboard manual) and repeat Memtest

*It sounds like the memory is fine since you tried both sticks separately, but I suggest testing each one with Memtest by itself.

If both sticks pass separately, but fail in the correct slot for two sticks as per the manual then it sounds like a motherboard issue so I'd contact the manufacturer.

Sadly I don't have an extra PSU is there one that you would recommend to get?

Both Sticks passed Memtest individually but with both sticks the test didn't even finish before my computer crashed. Is there a motherboard with a decent price that you would recommend? Due to my classes I can't exactly go without my computer for the time that it would take for ASUS to send me a new one.
 
Try bumping the voltage to the memory slightly. If its 1.6 volt memory, you can try 1.63, 1.65 maybe and see if it helps with stability at all. Was the memory a matched set? Sometimes, multiple sticks simply need a slight bump, especially if they were not a matched set, or sometimes even the actual voltage the board is supplying may be sightly low compared to the setting. Anyhow, give that a shot and see what happens.

Yea, both sticks were matched, I re-flashed the BIOS and it seemed to do the trick, my comp from a RAM standpoint is now stable, I still can't get it past 1666 but that's not a huge deal. Just need to order a new power supply now.
