Built pc not booting

I have a built pc not booting. The fans and lights kick on, but the board won't boot, and I get no power to any USB or visuals. I've troubleshot the cables and memory by trying them in different slots or swapping them out.
The board is a j1900 motherboard processor combo. The 24 pin power plugs from the psu is broken down into a 20 and 4 pin.

Here are pictures from the system. The memory is in the wrong slot, but I have tried it in the first slot, I just took these pictures when I was moving it around to troubleshoot.

I have already run through these steps, although I realized i never got an internal speaker. Ordering that to see if I can get a beep code potentially.

The big issue I'm having is that the fans are kicking on, just not the motherboard. The power supply is apparently good, it's just like the motherboard isn't getting power.

well how much wattage is your power supply? also could you list your specs? if not try this http://extreme.outervision.com/psucalculatorlite.jsp for you to calculate how much wattage is needed.

Make sure the power supply and motherboard are compatible in terms of atx version.

most of the time if the PSU isn't 500w+ it won't power the mobo and you won't get a beep try testing your build out on a PSU that's 500w+ if it isn't already.
