Can A Intel Core 2 Quad reduce the bottle neck?

I currently have a Pentium D 820 and its bottle necking my GPU (R9 270). When i play a game my FPS jumps around from 10-75 is on medium setting in Thief, 12-35 on High in WoT, and 25-65 on max in Lol. when looking at the activity on my GPU it ranges for 45%-0% every second or so. So i Assume that the CPU cant get Information to the GPU fast enough to keep it Active. So as i mentioned above Can a Inel core 2 Quad Q6700 ($40) keep my GPU more active while Gaming?

you will see about double the fps i would think.
The above link seems correct..

More specifically, it will matter how many CORES a game can utilize. For games that can use more than TWO cores you may see a better improvement.

The Pentium D 830 (820 not listed) at Passmark got a score of: 648

The Core 2 Quad Q6700 got a score of: 3335

Since the latter CPU has double the cores a rough calculation indicates each core must still be much more powerful if we use 648/2 versus 3335/4 to estimate each cores potential.

This isn't really the way to calculate such things but it's a good guide.

**Finally, it will also matter how bottlenecked a game is by the CPU. If it's NOT at all it makes no difference. It's likely however based on your specs that you should get a significant boost in most if not all games.

OK well i don't know how many core those games use but considering the Core 2 Quad is from 07 where as the Pentium is from 05, just from the new architecture it should boost performance. i just want more steady FPS in game ill be getting a New system in a year or so.
