PC powers on but won't display anything and no power to keyboard and mouse

Hi,
I'm building a PC for my friend, put it all together and it powers on but won't display anything, and the mouse and keyboard do not light up. I have tried 2 different motherboards, tested his RAM in my computer, tried using my GSkill RAM in his, 2 separate Intel Pentium G3258s, 2 different 430W power supplies, and 2 separate Monitors using both DVI, VGA, and HDMI (only the 1st monitor has it).

1st Build:
Mobo: Gigabyte: GA-B85M-DS3H MicroATX
CPU: Intel Pentium G3258 (2 separate ones)
RAM: 4 GB Crucial Ballistix Sport BLS2KIT2G3D1609DS1S00 (x2 2GB sticks)
PSU: Corsair CX430M then a Thermaltake TR2 430W
SSD: SanDisk Ultra Plus 128GB w/ Windows 7 Ultimate already installed

The first build would power on, the fans would spin up then power off and continue cycling like that indefinitely. There was no signal to either monitor I tried from the VGA, DVI, and HDMI and the keyboard and mouse won't light up. I checked all of the connections 3x, checked the standoffs, tried booting it on an ESD mat outside the case, tried using only one RAM stick, tried every one of the RAM slots, tried using my 16GB of GSkill Ripjaw RAM from my PC, tried using 2 separate Intel G3258s, tried booting it without the SSD, pulled out the CMOS battery for 2hrs with everything powered off and unplugged to reset the BIOS, I switched the Corsair PSU for the Thermaltake PSU.
Nothing would fix it.

2nd Build:
Mobo: Asus H97M-PLUS MicroATX
CPU: Intel Pentium G3258
RAM: 4 GB Crucial Ballistix Sport BLS2KIT2G3D1609DS1S00 (x2 2GB sticks)
PSU: Corsair CX430M then a Thermaltake TR2 430W
SSD: SanDisk Ultra Plus 128GB w/ Windows 7 Ultimate already installed

Additional info:
The case is a Zalman Z12plus
I don't have a test speaker (yet) for the Motherboard beep code
Eventually there will be an additional WD 1TB Blue HDD for storage, 2 CD/DVD R/W drives, and a 3.5 in multimedia card reader installed but none of that was plugged in.

What should I do?

on the asus mb check the bios rev (last 4 numbers of the mb) then check to see if the cpu you have will post with that bios on the mb. on the asus mb make sure the 8 pin power plug is on tight. make sure your using the right power plug to the eight pin power for the cpu. most power supply now use two 4 pin connectors marked cpu. if you used the ones for the video card you may have burnt out both mb. on debugging non posting pc i found that some times there are bad cable case wires and bad cpu fans in cases that can cause motherboard dead short protection to kick in. try unplugging one cpu fan first see if the mb post. if not unplug the usb cables and audio cable to the front of the case and then unplug the reset and other cables not needed to turn the mb on. (i seen bad reset buttons keep pc mb stuck in reset mode).
 
on the asus mb there going to be fault led on it see if the cpu or ram led are on hard. the last issue on the asus mb may be bent pins or a cpu seating issue. on the other mb start with checking to see if that mb will boot with the newer cpu without a bios update. the second mb may be posting but it cant set the ram to cpu speed right and is falling over or the mb is stuck in reset mode...bad reset button.
