I've heard phrase a few times while deciding on new hardware but what does bottleneck mean

This really depend on the parts.

For example you have a weak Core 2 Duo and plan to get a GTX Titan. In order you want the GPU to perform at its best and optimal performance, the CPU has to be suitable to pair and go along with it. But the Core 2 Duo is weak and will not allow it to perform well.

^ what they said. Its called a bottleneck as if you think about a glass bottle (a wine bottle for instance) it narrows toward the top. If you try and force lots through this bottle (eg. the performance of a titan) it will be restricted if the neck of the bottle is too narrow (eg. a core 2 duo cpu.) basically the titan is limited because it cannot push all of its performance through the narrow neck of the bottle.

great news, my new gtx 770 which i replaced my old but still decent gtx 560 has boosted my gaming expeience running all games so far on ultra and that was the hardware deciding the settings, so i feel like i cant start playing pc games again without having to sacrfice quality, sometimes play iracing ive gone from 80-90 fps up to 290 fps even with oppenents around me, i was worried that i wouldnt get the best out of the card but with i5 4440 which i didnt know for a few pound more i could of got something overclockable but not tot worry still highly impressed :)
