the 730 is the better card, as it has GDDR5 and 1 GB RAM(the extra 1GB on the other card will never be used).

Both will barely run on the 250W power supplies these PCs ship with.
You should consider investing in atleast a quality 300-350W power supply before you buy a new card.

I'd say get none of them , wait till you have some more money and aim little bit higher like a 250X at least.

The PC is 6 years old. I personally have a 6 year old PC so I can comment on this. A 250X is a 80W card, it'll need something like a Corsair CX430 to run. Not worth the total investment on such an old computer.

UPDATE: The power supply on that thing is only 180W.
Sorry, it'll not support any graphics card on the market. Get a new PSU before buying a graphics card.

But I am just a FIFA gamer and my monitor resolution is 1280x720. I was fine before with my GT 610 but FIFA 15 has higher requirements. Won't it will be pointless to get a better card for 720p gaming?

If a 610 runs then a 240 would too. It's not a great card, but I could find 10 year old cards that are an upgrade over the 610.
Anyways.

There's another option which doesn't require an external power connection , It might be out of your range slightly but its a great choice for future proofing.

The GTX 750 Ti.

The 750Ti will never run on a 180W PSU.

Are you sure you can't run FIFA 15 right now? You should try the demo (it's on Origin) first, it just might run with a GT 610 on 720p with low settings.
The FIFA 15 system requirements that are mentioned are not actually the absolute minimum ones, but the minimum ones required to run the game with high settings on 1080p.

Most GPUs won't run on 180W psu.

The 750 ti 's TDP is 60 W and doesn't require additional power connections. its time for upgrade anyways as the system is very old and most modern GPUs need at least a 350W PSU . He might get an EVGA 430W for 30 bucks which will be sufficient for the future.
