How to know that my gigabyte ga-78lmt-usb3 motherboard is getting power from PSU?

I am not able to detect any light on my gigabyte ga-78lmt-usb3 motherboard without starting my PC. I just got power fluctuation at my home and due to that my PSU got failed so I replaced with new one but I am not getting any light to detect that the power is coming from psu on my motherboard though PC is able to start and working fine so my problem is that due to power fluctuation is there any chance that small part of motherboard got damaged. please reply.

My PC CONFIG:
PSU: 230Watt iBall PSY
MotherBoard: Gigabyte GA-78LMT-USB3
Processor: AMD FX6300
RAM: Corsair ValueSelect DDR3 4GB
HDD: 1TB WD HDD
Graphics Card: AMD ATI Radeon HD 6670

I'd look at replacing that PSU ASAP - by memory, iBall is a very low quality brand.
