Should i get NH-D15 or Seidon 120XL for Intel 4790K?
I'm also thinking about Seidon 240M or Nepton 140XL but i don't think they're compatible with my Storm Enforcer.
Also i don't think i'm going to overclock at all.

I would go with the noctura, it is a great cooler- quiet and very effective

Noctua - quieter.

Look at reviews and benchmarks eg FrostyTech

If your not going to overclock i would just buy a cm hyper 212 evo, at stock speeds it will be nice and quiet, more so if you put a noctua fan on it

Noctua makes great products that work as good as some higher end Water Cooling AIO kits. The best value would be the NH-U14S. And adding another Fan can help.
This is an Ivy Bridge Test but at 1.3v it would be fairly close to a Haswell OC

+1 for the 212 Evo if you don't plan to overclock (which seems tragic given you have a 4790K). The Noctua would otherwise get my vote, but if you aren't going to overclock, it's an expensive and unnecessary cooler.
