Solution
Will you be Overclocking? If yes, then this'll be a great combo:

FX 8350:

M5A99FX PRO R2.0:

Total: 25k approx

If not, then this'll be another great choice:

i5 4690k:

H97 Plus:

The i5 can OC too but the OCing MoBos are a bit more expensive, so a relatively cheaper H MoBo.

Also, for OCing, you'll need an aftermarket cooler like EVO 212.

i5 4690k is much better processor than fx 8350 and outperform it any games oc or not and i5 4690k is also oc capable with much stronger cores and you have suggested h97 board with i5 4690k wich is a wrong combination.

That is in no way a wrong combo, I mentioned specifically it's a non ocing combo and nowhere did I mention i5 can't OC, I would rather prefer a great locked mobo with a locked or unlocked processor than a not so great unlocked mobo.

Getting a z mobo can't give you a good OC on its own, you'll need an af cooler which pushes the budget to 28k, while you won't need af cooler with locked mobo as you can't OC, and hence you're well in budget.

Moreover, Fx is in no way a weak cpu, OC it and it can max out any game, also it's considerably cheaper than i5 and the mobo I included with it is great for ocing. A better value for budget users, it can even outperform i5 in games like BF series.

Also, the mobo which you mentioned doesn't have the best thermal for ocing.

It's not between which cpu can outperform whom, but rather if he wants to OC or not, both cpu can smoke any given game with a powerful enough gpu.

Please don't say you advice him to OC i5 on that board just because its 97, look at the power phases and thermals. Simply enough, for ocing:
Intel combo:
17k cpu+11k mobo+2k cooler total: 30k
Amd combo:
13K cpu+12k mobo+2k cooler total: 27k

Non ocing h mobo and K cpu:
17k cpu+9k mobo total: 26k

i5's single core performance is good enough to defeat even fx 9 at stock no doubt, but comparing it to oced fx 8 will be an underestimation of fx. Plus those 2-4k saved can go down for a better gpu.
The reason I included K version is because the price of non K is more than the K one, which is weird I know. But having a K cpu does not mean you have to OC it, even with a not so good board.

Well in that case the best would be to go for a fx 8350 and a 990fx board and a hyper 212 evo or plus and about the price i think the site have some problems there is no way that a k version will cost less than a non k .
And i have not given him the best of the board because it can handle mild oc but for heavy oc a better cooler and a better board is needed indeed wich is out of his budget at least in Indian markets.
