why amd catalyst control center/drivers are not installing in windows 8.1?

hi I install windows 8.1 32bit on my computer and I have the Radeon xpress 200 . I install all the drivers accept from the amd one. The first time I try to install the drivers (quick installation) gives me an error that I don't remember the I try custom installation next the installer starts and runs for about 10 seconds an when it finishes says that the installation was finished successfully. But nothing no restart message nothing. I go to the installation folder to see ( C:\Program Files\ATI Technologies ) and nothing just an empty folder. I try everything I know restart, uninstall the windows drivers and then install the amd's one ,I try every version I find but just nothing
by the way I just install windows 8.1

I try that and again the installation was finished successfully but nothing no restart amd catalyst icon nothing. I also try to install it in safe mode now I am getting a new error that I don't remember. What should I do now . Please tell me that I don't have to reinstall windows
