should my side panel fan blow air in or out got it blowing air hot sits at bottom close to cpu,gpu and spu.and my back one is blowing out

in... its there to feed the gpu and cpu directly... so should always be an intake.

Depends on your setup.... what case? What gpu? What cpu cooler?
generally intake unless you have other fans.

Yeah it should be intake unless you do not have an exhaust fan at the top/back of the case.
It should only be intake if you have a fan as stated above and or the fan can feed fresh air into the gpu, if that side fan is higher than the gpu then it's pointless to feed air into the case when you could be dumping the rising hot air out of the case/
