I need all the list for the CPU components, and yes $400 is including monitor but excluding mouse and keyboard.

For a basic pc, you are usually better off by buying a pre built pc from Lenovo or such.

The builds above are all over budget and do not include a monitor or OS.

The closest you can come is using a amd APU.
Entry cpu and decent budget graphics.
I do not recommend APU because there is no significant upgradeability.
What you start with will be it..... forever until you dump it.

Comes to $529 without rebates. It has potential to be upgrade to an i5/i7 later on with a better graphics card.

I like the Razerz build, but it is $180 over budget and does not include a os. Figure on adding $ 100 for that..
One could omit the discrete graphics card and see how well gaming goes on integrated graphics(UGH!) at least until there are funds for a discrete graphics card.

One could go with a cheap corsair CX 430w psu and save $30 , but that would limit a future graphics upgrade to a GTX750
