Hard time choosing TN or IPS monitor, looking for suggestions

Hello! :) 

I've been curently looking to buy a new monitors for a few days now. I'm currently using an old Acer monitor from 2006 ( AL1916W ) that I'll wish to use as my second monitor.

Now here is the problem, I'm a huge gamer but also learning 3D modeling.
From what I understand a TN panel is cheaper, better suited for gaming (high refresh rate, high response time but bad color accuracy and bad viewing angles )
An IPS panel is more expensive, better suited for any graphic work ( lower refresh rate, lower response time but much better color accuracy and better viewing angles.

My main use would be for gaming (not much competitive), watching movies, 3D modeling and photoshop.

I'm more leaning towards an IPS monitor for now. But what IPS monitor should I get ? I have a hard time choosing. I live in France and my budget is around 250€. Are there any good IPS monitors for this money range ? Or am I better off with a TN monitor (i.e Asus VG248QE ) ?

The ideal screen size be medium size ( 23 / 24 inch ) as for the resolution I wouldn't know, i'm running an Asus GTX 670.

Depends if you value picture quality or response more.

Since i'm leaning more towards the IPS panel, i'd value picture quality more, but i'd also like to have a decent response time.

I run the Qnix QX2710. Samsung PLS panel, 1440p, 96hz. Good response and quality.

TN panels are usually more expensive, unless you get a super fancy IPS panel. If you do 3d modeling and casual gaming, go with the IPS panel. It's gonna look much better and give you better color production and it will probably be cheaper than a TN panel
