How many FPS can the eye actually see?

I've heard that the eye can only see a certain number of FPS?
I've so than when why is it so important to reach 60, 70 or more when it comes to gaming?
Sorry if that's a stupid question.

fps isnt really that important. 30-40 can be enough some poeple like 50-60 better. what really matters is frame times.
if you look at a second you can have 120fps the first part of the second and 0fps at the other half of the second giving you the same experiance as 2fps but still have ''60fps''

EDIT, Could this be right.
I just used Fraps and checked my FPS..

Frames: 330 - Time: 2340ms - Avg: 141.026 - Min: 136 - Max: 143
