Does my PSU give enough power?

I upgraded my GPU last week to a Asus GTX 780 but I expected more from it. Last night I was playing some BF3 and I was comparing with a friends computer which has pretty much the same computer, same GPU only his CPU is a lil bit higher than mine and his FPS is much higher and he plays on ultra while im only playing on low-med with 1920x1080 res. His FPS would be around 170 while mine is only about 100. With my old GPU (AMD Radeon HD 7970) I was able to do alot more so it seems, I was able to play Borderlands 2 on max settings and now it wont even run properly on low settings. So the first thing that actually popped up in my head was if my GPU and all my other stuff gets enough power from my PSU, I have 650 watt I dont know if that matters but its about 3 years old. Maybe because it doesnt get enough power I dont get the max out of it.

Here are some specs of my computer.

CPU: Intel Core i5 3570k
Motherboard: Asus P8Z77-V LE PLUS
Ram: 12GB
GPU: ASUS GeForce GTX 780
PSU: Corsair TX650W

I have 4 fans with LED's and some USB stuff like my mouse, 2 microphones, headset and keyboard, if that also matters ^^

Firstly, I wouldn't upgrade from 7970 to GTX 780, 7970 is comparable to 770 and upgrading to 780 is (or was, in your case) not worth the money IMO. Anyways, that PSU is good quality and the Amps and stuff is fine too, that's not the issue.

First and most obvious question, have you uninstalled all AMD drivers, connectoed the Monitor via GPU port and updated the GTX to the latest drivers?

My 7970 is getting fixed in the store since 2 months ago and I couldnt wait anymore so I decided to just a new GPU.
I dont have a single AMD driver on my computer anymore. My monitor is connected with a DVI cable in my GPU port. I deleted and reinstalled the latest drivers from GTX multiple times, so I guess that cant be it.

What specific model of GTX 780 are we talking about? MSI/ Asus/ GB/ EVGA/ others?
Also, what's the temps while at load? It can throttle if the temps are high enough, thus the underperforming nature. Also, do you have Vsync on?

It is a Asus GTX 780, my temps are about 30-40c idle and when I play it goes up to 60-65c max. I do not use Vsync.

I did try thats yeah but it kinda sucks to play then since it becomes abit laggy, less smooth than on low-med.

I could do that indeed but that doesn't really solve the problem since I should be able to run any game on pretty high settings, can't even run Borderlands on low settings properly.
