Yes you can run r9 270 on a 450 watt psu r9 270 has a maximum TDP of 150 watt so you will still left with some head room .

That's not a very good power supply.

The 12v rail is too poor to run a 270.

This is true. This is not a particularly good PSU. However, it should be sufficient to power the R9 270 until a better PSU can be installed. I would certainly not recommend overclocking anything with this weak PSU in use.

A Thermaltake with 2 weak 12v rails , should run it , but I wouldn't risk it.

Agreed. I would dump the Thermaltake as soon as possible.

IMPz, what is your budget for a replacement power supply? Also, where on the planet do you reside (helps us make better recommendations).

BTW, SR-71 Blackbird is a master when it comes to PSUs. If he recommends a PSU, it will be a good one for your budget. He is the best.

It's dead last in terms of quality in the Corsair lineup , but better than the Thermaltake.

Spend the extra $10 and get the Seasonic. That is almost a no-brainer.
