Recommended rendering / encoding settings for uploading to YouTube.

Hello I have begun uploading videos to YouTube and Currently compress / encode with H.264, 2 pass, target bitrate of 24 and a max bit-rate of 30. This Renders and uploads reasonably quickly and looks very visually pleasing before uploading. But Still after uploading the quality is not adequate to my standards and doesn't nearly as good as some other videos with allot of motion. Does anyone have any recommendations for what to encode with for maximum quality when uploading to YouTube. My goal file size is 1GB for every 5min's of video but am willing to go a little higher for better upload quality.

Video settings 1920 x 1080, 30fps / 1600 x 900, 60fps.
