Gaming Rig - Sub-par Performance?

I build a gaming rig on the weekend with help from the community. Please see specifications below. I have been playing BF4 and have it on ultra settings, 1920 x 1080 and resolution scale at 200% and I am getting like 20 fps. Could my power supply be the problem? I have not overclocked this system at all. I would have thought this system could handle BF4 maxed out without even a hiccup.

Motherboard: Gigabyte Z97X Gaming 5
Memory: G.Skill Sniper Series 8GB PC3-14900; F3-14900CL9d-8GBSR
Storage: Samsung 840 EVO 500 GB SSD; MZ-7TE500BW
Video Card: Asus Radeon R9 290 4GB DirectCU II Video Card
Case: Antec 900 (Reused from my last build)
PSU: CORSAIR Enthusiast Series TX650 650W ATX12V/EPS12V 80 PLUS BRONZE Certified Active PFC High Performance Power Supply (Reuse from last build)
Fan & HS: Cooler master Hyper 212 EVO
Monitor: BenQ XL2720Z

Resolution scale is your problem. Turn it off and you will likely be absolutely fine.

20fps for that system spec and those settings is around what you would expect. It's not your system that's underperforming, it's just that BF4 has a "special" setting which cripples most setups.

Not a huge fan of that supply for that build, but as mentioned before it wouldn't cause slow performance would be a heat/stability issue typically. The stats do sound a tad low but that game fully maxxed is crazy. Have u run any GPU benchmarks? Update all video/chip set drivers? Could be a bit of an issue there if not

Thank you for all the answers. I have updated all the drivers, but not run any GPU benchmarks. Could someone recommend some benchmarks to run? How can I tell if my system is overheating?

Still think it's most likely to be resolution scaling. Try running BF4 with the resolution scaling turned off (or 100%, whatever the option is) and most likely you'll be running in the 50-60fps+ range which is more where you'd expect a card of that performance level to be hitting.

If you are still getting really low fps then maybe it is a sign of some sort of performance issue, whether it's overheating or some sort of faulty element. There are various benchmarking tools like Furmark as well as programs like HWmonitor/GPU-Z. A lot of manufacturers also ship their cards with their own software which can give you info too (I think the Asus one is GPUTweak).
 


That is your biggest problem.

You should be able to safely overclock the i7 4790K between 4.2 and 4.4GHz and easily add a 5% to 10% overclock to the R9 290 [use MSI Afterburner to control fan speed].

If you use MSI Afterburner, you should only have the following installed from AMD [driver package]:

AMD Display Driver
HDMI Audio Driver
AMD Accelerated Video Trans...
AMD Drag and Drop Trans...
AMD Catalyst Control Center
