Building a pc, but need help deciding some parts

I'm trying to convince my friend to get a pcc instead of a ps4 and i'm trying to choose some parts that will be much better than the ps4 but not too expensive. I live in norway where the parts are much more expensive, so if you have a recomendation of a cheap part, i'll have to check how cheap it is here.

He want's to be able to run older games at pretty high settings at pretty high fps and coming games like the division and assassin's Creed unity at better settings than the consoles.

The things i'm wondering the most about is what cpu to get and what Graphics card, but first these are the parts that i've already figured out:
OS: WIndows 8.1
HDD: Seagate Barracuda ST1000DM003 64MB 1TB
RAM: G.Skill Ripjaws DDR3 PC12800/1600MHz CL9 2x4GB (F3-12800CL9D-8GBRL)
Case: NZXT Source 210 Elite
PSU: EVGA 600B Bronze 600W (MAy change depending on what Graphics card and cpu i'll pick)

If there's some parts^^ you think i should switch out, please leave them below and i'll check what the price is for it here in norway. Remember this is a mid range Budget build. I don't want to spend any more than 785 dollars. If i'd buy parts in America i'd have no problem because it's so much cheaper there, but here it's pretty hard to get a good pc within that price range. So the parts i've listed above costs about 458 dollars here in norway, so it'll be pretty hard to get a cpu, motherboard and Graphics card within that price range, but if it's impossible, i'll change some of the parts.

Graphics card:
I'm almost certain theat i'll choose and amd card, because you just get so much more for the Money. Is running skyrim at ultra setting to much to ask for?? For the Money i have left, how good of a card can i get? And how much memory do I need? I know i don't need more than 2gb. If you have any suggestions please tell me.

CPU:
The reason i haven't chosen a motherboard yet, is because i don't know if i should og amd or intel. I have an intel cpu myself so that's the brand i'm most familiar With. I don't know how the naming of the amd cpu's work. These are the two cpu's i've been looking at, but leave me suggestions if you know any better:

The amd one is a bit more expensive, but it has 4 core's and many advantages, but it does not have Integrated Graphics. This isn't needed if i have a Graphics card right?
And what is hyperthreading and cache and is it really Critical for a good rig?

Motherboard:
I have to decide cpu first

Give me any and all thoughts, because i really need them. I'm not really good With Budget stuff, as i always think the more high end stuff is needed for a good pc, so tell me if there's something that I don't need that will save me a couple of bucks :)

Many older games are single threaded.
For those, the G3258 when overclocked will beat anything from intel or amd.
I think skyrim is in that class,
Even games that can use two cores would do as good as it can be with a G3258.

The G3258 si so good and so cheap that one would have no problem is eventually, you needed a quad ro run well. It is certainly faster than the amd x4-740.
Any Z97 motherboard will do the job. I would use one to assure future upgradeability. Even to 14nm broadwell. There are lesser motherboards that support G3258 overclocking, but that may well go away if Intel decides to restrict it.

At any price point you will get similar performance from both nvidia and amd. AMD takes more power, runs hotter and does...

I don't know prices in Norway, so good luck! I'd take the Pentium so he can upgrade in the future. An R9 270 should be the AMD card to max out most games. If he's going to play Skyrim you can get an R7 260x which can get decent performance on ultra.

An interesting dilemma.

Athlon X4 740 is a decent chip, far superior though would be the X4-750k or even 760k, these can be overclocked. If your friend or you will not be overclocking then it doesn't really matter.

Advantage, quad core for more threaded games (much like the PS4 and XBone, which have 8 cores)

Pentium can also be overclocked (the only one from this generation that can) It's individual cores are much faster and more power efficient then AMD chips.

You do not need integrated graphics if you have a discrete GPU.

What is your overall budget and what website(s) are you going to be buying from?
