Hello,
Is my first time posting here and I've been checking this site for 1 year and it seems great and with people with knowledge in computers. I will say from now I'm sorry for my bad english and hope you are going to understand my situation.

I've made a PC 3 months ago with this spec:
Motherboard: MSI Z87-G43 GAMING SK1150 DDR3 PCX3.0 ATX HDMI USB3.0
Processor: INTEL CORE I5 4670K 3.4 GHZ SK1150 6MB 84W HASWELL OVERCLOACK
Cooler: COOLER MASTER HYPER 212 EVO
Memory: CORSAIR VENGEANCE BLUE CL10 16 GB DDR3(2X8GB)
Source: 700W HIDITEC IRON VENT. 14CM PFC 80+
Video Card: 2GB nVIDIA GIGABYTE GTX770 OC WF PCX3.0 DDR5 HDMI - DPORT WINDFORCE
Hard Disk: 1TB WD SATA3 7200 64MB CAVIAR BLUE
Windows: WINDOWS 8.1 PROFESSIONAL OEM

It was everything fine for 2 months then it started to give me an error in evenlog ESENT 507 530 also with alot of tearing and shuttering in games.
The error said my Processor can be broke cause it takes more than 46 seconds to respond with the OS.
I've made a post on Microsoft forums, they suggest me to repair windows, to clean the windows in cmd with DSMI cleanhealth and restorehealth, then they told me to full reinstall widnows which I did and after they told me to get the PC at the store.
Last week I had my PC at store they changed the processor with a new one and the harddisk also and they reinstalled windows again.

Ok, I took the PC and after 2 days the same error, the games started to tearing again, couldn't posible to reach the 60 fps, windows starts to freeze alot and take lot of time to open like 1 min and half and when i bought it were like 15 seconds and was already on desktop.

I tryed to talk again with the guy from Microsoft but he is not answering anymore so I get back the PC at store and they told me they are going to change the motherboard.

I use PC usually for work: CorelDraw X6, Adobe illuastrator, photoshop and indesign, pitstop and microsoft office.

Games: World of Warcraft, Diablo 3, Battlefield 4, Starcraft 2, Skyrim, Dota 2, Hearthstone.

The problem with Diablo 3, I always had tearing and shuttering even if it says 60 fps.
In World of Warcraft when I move camera fast to other side, is freezing and could not reach a good fps.
Battlefield 4 after 1-2 hours of gaming, it starts to crash or getting low fps, even if the temp of GPU is 65 grades and the CPU around 55.

Programs usually works fine, except the illustrator and sometimes Outlook office.

Windows always thinks too much and take lot of time to open a folder or just alt+tabing.

If you can't figure out and you think need some more info about this situation, I will be with my eyes open on this thread.

Thanks you very much and sorry for bad english.

Solution
It does sound like a processor/mobo issue. I have heard of issues in the past coming from the hyper 212 not quite being installed correctly causing a processor blow out. It wouldn't hurt to take off the evo clean them both (EXTREMELY well) and reseat both the processor and the cooler.

By all means the hyper 212 evo is a FANTASTIC cooler especially at the price point, but a mixture between not quite perfect seating and poor quality thermal paste could cause an issue.

Had an issue similar where my uncle's PC would lag and hang and often freeze before we finally figured out it was a fried processor.
