Yes.
Particularly if your psu is not a good quality unit.
Exactly what psu make/model do you have?
How many pcie X16 6 pin power leads does it have?

Each R9-270 uses up to about 200W peak and then you need another 100-150W for everything else in your PC so your PSU would be loaded at close to 100%. Only the highest quality PSUs can handle that assuming they are able to deliver almost full load over the 12V rail.

A more realistic PSU for 2xR9-270 would be a quality PSU in the 650-750W range.
