I want to build a nice gaming computer for gw2 , rs3, WoW, and other online games. I want to go with the gtx 760, could anyone build me a setup for around 900-950 max? I need an os, but i have two monitors already. I also want it to last 5+ years if possible haha

If you don't overclock and hold off for a while then no need for the CPU cooler , when you overclock you'll need a better one than the stock.

In gaming there's not much difference between 1600 and 2133 , in fact the 1600 mhz is slightly ahead in gaming however with the 2133 mhz you get the choice of clocking it anywhere between 1333mhz and 2133 mhz while the 1600mhz its max overclock ( stable ) is 1600mhz. After a while you'll need the more frequency when the pc slows down and that's why the overclockable cpu will come in handy as well.

The 280x is superior to the 760 however if you want the 760 then get the EVGA superclocked one , EVGA is the most reliable Nvidia card manufacturer .
