Fresh build will not boot, post, beep or anything.

I have tried everything on this list: http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

When I press the power button the HDD indicator light flashes briefly but no sound is made, and nothing happens. If I try pressing the power button again the HDD indicator does not flash again. If I turn off the system at the PSU for a while, then turn it on and try again, the HDD indicator will flicker and then resume not working either.

Does this mean that something is shorting out? How can I pinpoint the problem?

Sorry, edited my original post with my build.
 
if it an intel build with a gpu check that the onboard video port is the one that working if you have a gpu. same for a amd with a apu chip. as you did not post your spec check that the motherboar bios and cpu will post. the info will be on the mb support page under cpu. it tell you if your mb support your cpu and the bios needed. if you have a newer asus mb with usb flashback check to see if it has the newest bios on it. (last 4 number on the mb lable is the bios rev). if it under rev use the usb flashback and update it. on the pc make sure the mb not shorting out (missing standofff or the io shield shorting the mb ports). try one ram stick and just onboard video. unplug the case fans and usb ports and reset and led cables to see if one of them are shorting or holding the mb in reset.

Eh your power supply could be a lot better. I'm not saying that is the reason, but I will say it very well could be. Does your CPU fan run when you turn it on? Make sure your RAM is seated correctly. You may have to use a little force to get the sticks to lock into place. Make sure your CPU is fitting right into the socket. Do not apply force with this. Also, make sure you have your motherboard and cpu power plugs both plugged in.

My build is posted now, I' am pretty sure the mobo is attached properly, I have 5 standoff's screwed in through 5 holes on the mobo. My I/O shield seems to be installed properly, no pieces are entering any of the ports. I have tried every RAM slot with each stick on its own with no success. I will try selectively unplugging the case attachments and see if any are causing a short.

The CPU fan does not run when I turn it on, nothing happens except for the little light flash. I am quite sure my ram is seated correctly having tried every slot independently I can see that it clicks in very nicely. My CPU dropped right into the socket, I lined up the notches, and the cover came down and closed relatively easily. The 24 pin mobo power and 8 pin cpu power cables are both fully plugged in.

What could be the problem with the PSU? Do you think I maybe just got a dud?

Very well could be the power supply. It couldn't hurt to RMA it and get a better quality unit anyhow. It sucks to wait, I know, but sometimes its necessary.

Just realised I was assuming my mobo had a speaker, but it doesn't so I suppose it could be POSTing and I wouldn't know it. I'll get a speaker tomorrow and see if that gives any help diagnosing the problem.

Yeah... My ASRock board didn't come with a complimentary mobo speaker, but my Asus did. Of course, you can buy them cheap... Just read your motherboard manual to figure out where to put it. On my board it goes near all the power and reset pins, i'd imagine it would be the same but just make sure.

I really wish they would build small speakers into the boards but I guess they are so cheap to buy that its easier to just make the pins for them :p

So this morning, feeling well rested, I decided to just unplug all cables from the motherboard and powersource and start again, and voila! It worked! It booted and started up fine, I was able to detect all of my hardware and I'm good to go! I'm pretty sure I just made some silly newbie mistake and plugged something in wrong, but thank you so much for your help and patience!
