[strike][/strike]I accidentally turned off my windows 8 toshiba satellite while it was updating and now when I try to turn it on after the loading screen the screen is still on but it's black and then the I get a message that tells me that it is restarting

I hope you have your important files backed up.
You can run your recovery or repair disk and see if you can repair the existing installation. If that doesnt work you may be able to re-install win8 using the upgrade installation option which would leave all your stuff intact.
Should that fail you will probably need to do full/regular install. :-(
