If power surges occur when playing high graphic games, is that caused by a defective graphic card?

What do you mean by power surge? What graphics card and power supply do you have?

Power surges typically come in the the wall's AC power system and then travel thru the pc's psu and to the components. A good PSU usually does a decent job of filtering these out and when combined with a good surge protector you can take a pretty good surge without damage.

Some PSU's create their own surges due to faulty components and some motherbds can falsely report surges.

Power surge is a subjective term. Therefore it means almost everything. For example, Asus motherboards can report a power surge. That means voltage drops. A USB port can report a surge due to too much current. If numbers do not define the word 'surge', then what it means is unknown.

Best protection from AC mains surges is best found inside every applinace. For that type of surge, the concern is a transient that occurs maybe once every seven years. So that the transient does not overwhelm protection inside all appliances, a homeowner is strongly encouraged to earth one 'whole house' protector for about $1 per protected appliance.

Meanwhile, your graphics card problem (if it is a graphics card that is defective) is about something completely different. And is more likely due to a manufacturering defect - the most common reason for hardware failure.

Processor: Core i7-377OK
Graphics Card; EVGA Gforce 760
Power Source: Corsair GS 700 (2013 Gaming Series)
RAM:Kingston HyperX Fury Blue 8GB

If I keep my PC on for more that 20 min and start playing Black Ops 2 I get the following message:

"Power supply surge detected during the previous power on.
ASUS Anti-Surge was triggered to protect system from unstable power supply unit"

Yes, but windows keeps sending me a "NVIDIA Graphics Driver" issue. When i click on issue is says:

" This solution could not be downloaded"

Most likely causes:

The problem report for this solution has been deleted or changed on this computer and is no longer available.

Why ignore what is saying why a graphics card (and other system components) are expected to be unreliable? Power system (which is more than just a PSU) is like the foundaton of a house. If defective, then numerous problems occur such as stuck doors, leaking pipes, popped tiles, etc. Do you blame a carpender, plumber, and tileman? Or do you first confirm the foundation is good?

Your power system is your computer's foundation. Either obtain numbers to learn / confirm what is suspect (due to an error mesage). And then solve a clearly identified problem. Or just keep replacing good parts until something works. Those are your only two options. Former makes possible additional assistance from many who really know this stuff. Latter means anyone can recommend replacing anything first.
