Reboot loop, Gigabyte motherboard.... Need help!!!!

Hello, during a recent load shedding my pc automatically restarted even though i have a ups and after that it went into a reboot loop at the boot screen..... it doesn't even go to windows sign.

My configuration:

Processor: Amd Fx 4100 3.6 Ghz
Motherboard: Gigabyte 78LMT-S2P
Ram: 4 GB (2GB+2GB)
Gpu: Sapphire Radeon R7 250 1GB DDR5 with boost
HDD: 660 GB (160GB+500GB)

I already did the following things to determine whats causing the problem:

1. Re-seated all the different components
2. Re-connected all the power connection
3. Checked with single ram on each solts
4. Checked by removing the gpu and by using the on board one
5. Cleared my CMOS

in all of this the problem persisted..... I can go into the CMOS screen and even if I change the boot priority and set it to CD-ROM it won't boot. Now I am at a loss about whats causing the problem?? Is it the PSU or in the worst case.... the Motherboard???

FYI: I am using a non brand psu
