power to usb keyboard, mouse, and speakers when off

i have not been able to find any helpful information through the manual, online or elsewhere as to how to turn off the usb power when my computer is off. this drives me absolutely insane, i have never nor will i ever need usb to be powered whilst unit is off, mobo is asrock h81m-hds. if any addition information is required pls feel free to ask me.

This is a function on most modern motherboards I is usually activated by a driver or utility Gigabyte Boards have it its called on/off charge just uninstalled the driver that added this function if possible I believe on asrock boards is ASRock XFast USB Utility though I could be wrong.
