consols work deferently ! you can't compare pc and consoles just with numbers ..
remember xbox 360 and ps3 have only 512mb ram ! but they can run games that pc's with 2gb can't !! they have a 2005 gpu but you can play crysis 2&3 or watch dogs with them ! you think you can do that with a 2005 pc ???

do you mean equivalent hardware or equivalent quality of graphics? Because consoles are extremely good at using low end hardware to produce great looking graphics.

Game developers are extremely good at making the games look the same on PC whilst requiring 3 times the hardware performance.

A console doesnt run any other processes or rendering other than the game, and perhaps the menu in the background, so a console can completely task off to a game to give its performance.
A PC on the other hand has the much higher power components, such as a dedicated graphics chip, a strong processor, fast access ram, etc etc. However since a computer has other tasks they MUST maintain, gaming is slightly bottlenecked.

In the sense of a XBone/PS4 vs Game PC, the PC would win hands down in terms of quality textures and physics, whereas a console is cheaper and preferrably has better games developed for it since companies like consoles over PCs.

I'm not convinced about that. Windows does very little in the background. Each core of my CPU barely twitches when idle, especially Windows 8 which also only consumes about 1-1.5GB ram. I think it's just that pc hardware is so powerful, devs put very little effort in optimising it. Where-as for consoles, their future is on the line, so it's got to run smoothly and look good.
