So, since 2011 I've had a Intel Pentium CPU G860@ 3.00GHz, I am thinking of upgrading to an i5 3570k or something better around 250-400 dollars, I have a GTX 750 TI for a graphics card. How much of a difference will this make? is it worth the upgrade? thanks.

Also, is my GTX 750 TI being bottle necked by current crappy dual core?

A 3570k is vastly better than a G860, you will probably notice a significant difference. Whether the 750ti is bottlenecked, you can see if your cpu is maxxed out at 100% whilst gaming and that will give you the answer.
