bad performance of amd fx 8350 with 8gb ram

its my 1st and new pc bought just 15 dys ago
my rig is
fx8350
corsaur vengeance 1*8gb ram 1600
asus m5a97 le r2.0
asus gtx 760
wd purple 1tb hdd
corsair vs 650 watt psu
case circle cc830 gaming case
running windows 7 ultimate 64bit
i gonna use for 3d animation and editing stuffs

my problem is that my pc does not run as it should
1. from the time i pressed the button to start pc it takes 01minute 02seconds to boot and all start and ready to work. is it normal.
2. i,m getting copying speed on a usb 2.0 pendrive to hdd like 10 to 15mbps
3. i,m having problems with 64 bit programs they are not running but when tried 32bit program works fine
is it normal or something is wrong cause i dont feel like i,m working an 8 core processor with 8gb ram
i have not installed any large programs i installed just like rainmeter , dexpot etc
but i tried uninstalling them but i;m still getting low performanc
help me guys

1 minute to boot from a HDD is normal. Try dercrease programs that start up with windows.

usb2.0 most it can go is 480Mbps which is 60MBs (bits to bytes)

the mobo is known to be bad - especially with an 8 core on it.

and you should get another identical stick of ram or get 2 x 4gb kit.

The corsair VS are tier 3 and not certified.

So you got a few crap parts that aren't helping.

What cpu temps are you getting at idle and gaming?

1. is normal. after a while my win7 pc with an ssd was taking over 1 minute (win8 takes 5secs)
2. is normal. Only very fast pendrives like the Sandisk ultra will hit 50-60MB/s.
3. not sure, seems strange.

You have a standard hard drive, so the boot time looks to be fairly normal for a Windows 7 machine. The pen drive is functioning as it should; they are usually not super fast. I'm not sure what you mean by the 64 bit programs not working.

at idle 31 and have,nt gaming yet
nothing is installed just 2 or 3 small app

everything was running for 7 days with this psu i tried extreme psu calculator it shows only 400w

Download HWInfo and run Sensors. Post the results - usually 3 screenshots in TinyPic or similar.

1. Your boot time is normal for windows 7 on HDD. If you want to see your new PC to behave like a new, buy a good SSD.
2. Depending on the type of files you are copying, the speed is normal. Try copy video files but in any case don't expect much more than 30MB/s. Not all USB2.0 sticks are the same.
3. Make sure that it is not software problem. AMD was the first to give 64-bit consumer cpus and unless you have installed the 32-bit windows version then it is software problem, not CPU problem.

i want to know is my mobo is not good enogh to handle fx 8350 at atock 4.0 ghz

No its not. It only has 3+1 power phases - so not good voltage control. The VRM is not heatsinked - so the voltage controller gets hot very easy. You cannot use this motherboard for overclocking at at all. This motherboard should only be used with FX6300 or FX4300 CPUs

Good motherboard for FX8350 - Gigabyte 970 UD3, Asus M5A97 (not LE), ASRock 970 extreme 4 or any 990fx chipset motherboard

Idle is OK. Gaming is a bit high. But I gather its a stock cooler. If it'll fit in your case, try a Coolermaster Hyper 212 evo - $30 at Newegg.

What is the DRAM running at, am guessing 1333 and slow CL, check in CPU-Z the memory tab - it should be showing the freq as 800 (DDR DOUBLE data rate, so true freq 800 x 2 = 1600 effective), also make sure timings are to spec. 8 GB in single channel is slower than 2 sticks of 4GB in dual
