GPU clock speed

so Im thinking of getting a high end GPU and I noticed that some cards have different clock speeds. like you can buy a 780 at 863MHz or you can buy a 780 at 1.02GHz. do these make a significant difference in performance or is it just a reason to charge more money?

Ofcourse there are different clock speed configurations for same gpu, since they are tweaked by different brands for better performance. Some increase the clock speed and overclock it for better performance than the reference card while some may add a better cooling system for the GPU than the reference card. The 3rd party cards provide better performance than the original reference card although with a bit premium. There are many editions(like GHz Edition, OC edition etc.) of same GPU made by some notable brands like ASUS, GIGABYTE, MSi, POWERCOLOR, XFX, SAPPHIRE etc. based on the reference card. The GPU remade by such brands often increase performance by 10-15%.
If budget isn't a problem the I would suggest you to look up the 3rd...

Typically, the reference design has a clock set that ensures a good yield per die. As processes develop, the yields get better, and manufacturers are able to select chips that perform better for usage at above reference settings. These are your OC editions and what not. The increases in clock speed help, but as with modern CPUs, clock speed isn't the be-all end-all.

I'm thinking of going with 2 R9 280s or 280Xs so I would probably go for the cheaper option. so i could do overclocked 280s or stock 280Xs. what would you recommend?

2 R9 280X at stock clock settings will be better than overclocked R9 280s in crossfire (but do remember overclocking in crossfire is not recommended and you won't be able to overclock much anyway in crossfire), but then 2 r9 280x will be costly too...I think 2 r9 280s will bee good enough.
