2 PCs download speeds very different

Hi all.
Im having a weird PC issue atm. I have 2 PCs, 1 upstairs, 1 downstairs. Both have seperate ethernet switchs, located by each PC.
The upstairs PC gives speedtest results of 18ms ping, 70mb DL and 14mb UL.
The downstairs PC gives 15ms ping, 0.1mb DL and 14mb upload.

I have tried using spare cables to connect up the downstairs, and i have connected via wireless. I have tested all of the cables, and they are fine, and have switch the ethernet switches over, to eliminate them.
Im at a bit of a loss to solve this one. Any thoughts?

Has the downstairs pc got a crappy ethernet chip? Try an ethernet card then.

I dont think so. I have previously had normal speeds from it.

Ok, i did some more playing about, and took the downstairs PC upstairs, and the problem persists. That points to a problem within the PC, either software, or a problem with the ethernet card?

Is there some setting somewhere that could restrict download speed? how do i diagnose an ethernet card issue, even though it is fine on ping and upload, and just restricted on download.

It appears to be fine on device manager, nothing showing up. I have decided to order an ethernet card. Lets hope that does the trick. Thanks to everyone who took time to contribute.
