So its been like 3 days and whenever i leave my computer still for 5-10 mins the FAN stars to spin at full speed and whenever i try to open task manager and see what is causing the problem what happens is if i press any button the process will then take no CPU and it starts working as normal. so i mean that whenever i try to see in task manager it has already cooled down because of the pressing of buttons. and i also reinstalled my Windows 8.1 a month ago. PC Specs listed Below

i7 920 2.67GHZ
8GB RAM
Intel 0X501H motherboard
Nvidia GT 220
Full computer name: Dell Studio XPS 9000 or Dell Studio XPS 435T
Samsung S19D300 LED Monitor

It is most likely a anti virus program, when you leave your pc un-attended the virus scanner may start scanning and use your cpu.
Then when you get back it stops the scan so you can enjoy your pc.

I wouldn't be concerned about the high cpu fan speed, atleast you know cooling is working, Just check those temps.
