The native resolution is always better looking than anything else.

If a display's native resolution is 1920 p and you play on 720 p it will look worse than a display that has a native resolution of 720 p and you play on 720 p. Always try to play on the native resolution if possible.

Your display's pixels are part of its hardware and therefore you will not improve the image enormously by running it at 1080p. You may notice aliased edges in games to be less apparent; actually you're mimicking an anti-aliasing technique that some games offer called Supersampling.

I would say that if you can run your games at 1080p and still meet your target framerate (probably 60 FPS), then go for it. If you struggle with framerates at all, it should be the first thing to turn down.

I still don't know if you are using your TV to play games on your PC or some console. If it's your PC then don't bother with TVs. Even a cheap 1080p PC monitor would look better than a 32" TV. But it's up to you.

1080p @ 32 inches will look better, and 1080p @ 24 inches (such as a real computer monitor) will look even better than that. The more pixels you have in a smaller space, the better the image quality is because individual pixels get harder to see. That's why a 1080p, 5 inch smartphone has such nice picture quality.

But is 720p @ 32 inches "okay?" Anything is okay if you're happy with it.
