Extremely long boot time

I did a a clean install on a new SSD drive. The computer takes around 3-5 minutes to get past the initial splash screen which asks " press delete to enter EFI settings in boot menu" or something. The computer does not respond to pressing delete at this time. after a few minutes the screen goes blank then shows the same exact same screen but this time it only lasts for a few seconds, it then goes through its normal boot sequence and the computer operates normally. This happens every time I restart my computer and it also occurs during and after I do clean installs on other hard drives. My computer did also show a CPU temperature error after this screen but I reapplied the thermal compound and installed a massive heat sink and now THAT problem does not occur but the ridiculously long boot time still does.

Could it be the CMOS battery? Maybe the power supply? RAM? BIOS? It really does take a long time to get past that first splash screen but runs normally after that. Its not the hard drive because it acts the same with two other installations on two other hard drives. I think its weird that the splash screen does not respond to me pressing delete like it asks until after the first screen goes away.
