R9 280X - stripes and stuff like that

Hello. I've got an MSI R9 280x video card on a Sursa Seasonic S12II-620 Bronze 620W.
The thing is sometimes I get stripes/split screen when I power on my computer and they remain there. I have to turn off my computer. And then start it again and so on. Sometimes even 10 times till it works correctly. I've tried different versions of the video driver. With the onboard video card on my I5 it works perfectly fine. I'll attach some pictures.

Could it be I could have some leftover drivers from the onboard I5 video card ? should I try a program like driver sweeper ?

It's probably the PSUs fault.
It's a low quality one and it probably can't output enough power for your system.

Sorry. I copied the wrong PSU. The correct one is : Seasonic S12II-620 Bronze 620W. I'll correct it up also.

If you just run it on integrated, there no issues?
I would RMA the card, the integrated drivers should not cause any issues.
If you could test it in another pc.
You might have been unlucky to get a bad card.
